Does Rep. Johnson think Guam is floating on an inner tube? How does an island "capsize"? He seems pretty mechanical in the lead up to the question, so you can't really say he doesn't know what he's saying, or that he was taken out of context.
These kind of statements can turn him into the Michelle Bachmann of the Democratic Party. I'm hoping it was just one of those moments. Wow.
